Except when the EU or European powers start to look at building a more complex and effective European military industry complex, Trump has started to fight against it. It looks like a "buy American" policy... Not particular bad, but why should Europe buy US, if we can build it?
Which is to say that America wants free allies, not clients, protectorates or subjects.
