While I understand the 'generations' of war idea - in as much as it is heavily focused on technology (and confines itself essentially entirely to the last 400 years, with the rest of human history being the 'first generation' - I think it's more helpful to think in genres of war.
In any event, using non-state actors, disinformation and such to strike at the political structure of an opponent in 'non-kinetic' ways isn't new. Demosthenes complains endlessly about Philip II doing exactly this in 330 BC, bribing Athenian diplomats...

...trying to spread disinformation in the Athenian assembly, working to keep the Greek states divided, and so on, combined with 'kinetic' efforts all of which culminate in the victory at Chaeronea. This sort of thing isn't new - thus my preference for genres over generations.
