Yup, and Armenia spent a ton of money buying 12 Su-30SM which have done nothing in this conflict.
That's a pretty common theme though. Lots of countries that ought to be focusing on building basic capabilities instead burning cash on big headline items (jets being the most frequent offender, it seems) instead of aiming for cost-effective solutions.

Blowing a ton of money on wickedcool but useless weapons is as old as Ptolemy IV's Tesserakonter. But Armenia's fighter arm seems condemned to be an air force-in-being not because of expense but because by the time losses could be replaced this war will be over.
