I always figured the American use of the word referred to a localized semi-organized volunteer unit lacking in both standardized training and arms. Adding professionalism was part of the process that converted state militias to the National Guard system.
But the state militia was still sort-of-internally organized. There were ranks, they were responsive to the governor, and they could have federalized, even back before the guard.

I think, as a matter of definition, that's the key distinction. What separates 'militia' from thugs, bandits, gangs, etc. is state sanction. And I think extending the term to these guys implies that they walk in the tradition of the Revolution.

And...they don't. The guys at Lexington&Concord were the Massachusetts militia. They had commanders, appointed by colonial/state government. Just like the neo-Confederates don't walk in the tradition of the US Army, these thugs don't walk in the tradition of the Minutemen.
