As for where this comes from, I think some of it is the base power trip. But I think a lot of it is that to succeed in academia requires a lot of discipline, it tends to require a lot of 'rule following' and a willingness to subordinate other demands to academic ones.
And folks with that personality makeup are very likely to demand the same traits in orders - even though, I agree, it's not appropriate (and also it is a problem that academia selects for a mental profile that in many cases quite frankly approaches bad mental disorder).
