My layman’s understanding has been that militias were permitted to maintain readiness for when the govt needed to levy an army, the constitution being established prior to the creation of standing armed forces. Is that anywhere close to the mark?
Not militia. Militia - from Latin milites - serve at the call of the state, under command of civic or military authorities. Latin has a word for folks who walk around with weapons to intimidate with no legal authority: latrones. Bandits. from my understanding it is not so much that standing armies didn't exist but that they were heavily associated with continental European absolute monarchies hence why immediately after the independence war the US standing army was reduced to a single regiment
