Ancient law codes sometimes tried to resolve this problem by radically increasing the penalties of laws if they were violated by officials. Judges who abused their authority paid 12x fines, for instance. We have, with qualified immunity, inexplicably done the opposite.

I know what you're getting at by calling this "inexplicable," but I think it's pretty easily explainable if you understand that the purpose of the police is to protect the system of white supremacy and not actual people.
