Roman Imperial Armour: The Production of Early Imperial Military Armour (2012) by Sim and Kaminski is good for a discussion of the production of (mostly iron) military equipment. Pair w/ Bishop & Coulston, Roman Military Equipment (2006, 2nd ed.) - a bit before your time window.
