Of course, but I still think that's a semantic nicety in this case - we already knew that the guys in Portland were not active-duty military as such, and what people wanted to know was whether *those* guys would be coming here. "Yeah but they're not technically troops" is nothing

(Not saying the difference between these guys and the US military is irrelevant *in practice*, just that it doesn't apply much to the terms of this conversation)

I'm guessing the White House and mayor are both pretty cynically using the lack of clarity about the distinction? When people say 'no troops' they mean 'no camo-guys' They are not cheered to learn that the camo-guys are lawless fed agents instead of more disciplined soldiers.

Yes, exactly. I mean I'm not excited about a military occupation of my city no matter how well they behave but the point is to have no coercive federal presence here at all
