I am seeing a whole lot of people apparently blissfully unaware that authors do not get to choose their headlines/article titles in traditional media outlets.
Write something that openly acknowledges exceptions - get complaints about the headline you did not write. 
To quote...myself...in the actual article: "Roman violence was spectacular and frequently commemorated" and "This was not because the Romans were nice. They most certainly were not—the Romans were capable of stunning brutality"...
and "This isn’t a paean to Roman rule. The standards for good governance were quite a bit lower in the ancient world than today...Roman commanders and governors did sometimes act in ways that appalled contemporary sensibilities, much less modern ones."
and " The Roman effort to rule first by force and then by violence in Judaea was a catastrophe." Almost like people didn't read the article, but merely complained about the headline.
