Mistaking violence (or force) for power is a trap that occurs again and again. It even captured neatly in Hamilton - the trap of "I'll kill your friends and family to remind you of my love." Force and violence can create control - and control, well used, can foster power...
...but doing that means having a strategy for how control is to be used. There needs to be a plan to create power, not merely a plan to inflict violence. I keep recommending (and will again) this talk: https://youtu.be/4I8kic8xZh8 as a good starting point on 'consolidating gains.'
I think if anything is really obvious about what is going on in Portland - and the apparent plan now to expand that program to other cities - the administration has no idea of how to build power. Instead, they are eroding power with violence, a strategy which never ends well.
