Now, I think there's an argument to be made that maybe students shouldn't cover that shortfall. Maybe it should be government. But then your argument is with the feds (states can't print money and are already broke). Take it up with them.

I think that schools are charging full tuition both because they can and because they must to meet ongoing expenses. Disagree with your education/experience distinction, in part because the relationship between tuition and educational quality (and outcomes) is tenuous.

As for the feds, I tremble for schools, hospitals, state governments, and local governments alike. The consequences of inaction will be brutal, even for those that continue to rely heavily on other sources of revenue.
