The small army of staff workers who process course registrations, figure out funding and manage the back end have MORE work not less in these uncertain moments. In the end, income needs to cover the costs of providing the service.
Now, I think there's an argument to be made that maybe students shouldn't cover that shortfall. Maybe it should be government. But then your argument is with the feds (states can't print money and are already broke). Take it up with them.
