Russia/China is a preoccupation of elite foreign policy circles. It’s not that it isn’t important, but the greater ME, Afghanistan, and the continued consequences of those ongoing conflicts aren’t going away politically, and they scramble ideological distinctions in the US.

The original Neoconservatives weren’t just concerned with foreign policy, at least not when you go back into the intellectual history of guys like Irvin Kristol, who basically converted away from the left. I think that’s probably what Douthat is referring to
