To be clear, this decision will almost certainly *cost* both the USA and higher education money because it will hurt enrollments. What is the point? We *want* these students to stay, keep their skills and talents here to build jobs and prosperity. Pure racism and nothing else.

I agree with everything you said except the last three words "rooted in racism". That's not clear at all. It may be rooted in a sort of nationalist "us vs. them" outlook on the world where scarce resources should be hoarded against outsiders, but that's different from racism.

Not that that motivation would make sense (as you say, it hurts Americans as well as the direct harm to those foreign students), but I think most anti-immigration sentiment is generally harmful to both parties.
