I'm not so sure survival was first priority for Saruman. He'd spent centuries as an uncontested regional power with wide influence. Seeing great powers return, he may have decided to rule or perish. Still went poorly about it, as you explain.
I think if he's thinking 'rule or perish' then he ought to accompany his army to Helm's Deep or - better yet - go with Ugluk to retrieve the ring. I didn't get into this as much as I could have, but I think Saruman engages in some 'false economy' with his own safety.

your analysis suggests that the linchpin of saruman's dream of an ordered world was getting the one ring. given that, he ought to have gone himself! staying in his tower was superficially safer but in truth exposed his "nation" to greater ultimate risk
