The closest thing I can think of to an effort at a synthetic, diachronic view is probably Keegan, The Face of Battle (1976)...but I'd caution that specialists in the three eras it discusses now often take issue with some of its conclusions.
In practice, I think there are two ways to learn tactics. If you want to learn a modern system of tactics, start plowing through field manuals and military publications. If you want to learn historical principles of tactics, read as widely on different mil. systems as you can.

That said, I think you'll end up finding, as you dig into one military system after another that - while tactics are important - other things (organization, cohesion, logistics, social embeddedness, paying for it all) - end up being more important and more interesting.
