Absolutely, it is one of the cornerstones of my thinking and teaching on military/security issues. Though Arendt uses a simple dichotomy (Violence vs. Power); adding 'force' as a intermediate is via @MilHist_Lee - I linked a talk in the thread where he discusses it.
