this is a result of training, but it's not a mistake their actions make complete sense if your interpret them as a protection racket this is the part where they make a mess of our cities to remind us to not challenge them and pay up

This is a great article to be sharing and bit of a naive take. I think the strategic goals of these police operations are to break the will of protestors while creating violence and destruction which can be spun as an inevitable result of protesting. No mistakes here.
