Yes, but it is possible for the Pax Romana to not be terribly peaceful (by modern standards) and at the same time represent a reduction in overall levels of violence. Just going by demographic evidence, it very likely was the latter - a relative, if not absolute, peace.
I'm more struck by the mass deposition of war-spoils, to be honest. Places like Gournay-sur-Aronde, Hjortspring, and La Tene speak to a pretty continual level of fairly intense combat. And the weapons being used are close-in shock weapons, not skirmish weapons.

You can skirmish with close combat weapons in warband style. This is possibly how pre-phalanx aristoi mixed it up in the Archaic Era. Promachoi dash in, do their thing, dash back to the warband to catch their wind.

Maybe. Evidence for lethality on that kind of warfare is complex though - it's typically paired with hyper-lethal raiding and ambushing, resulting in much *higher* military mortality than state-on-state. See ch1 of Gat's War in Human Civilization for the details.
