Though at the same time, it is probably true that, under current court precedent, governors lack the authority to order churches closed if they are not closing similar non-religious gatherings. If the gyms are open, the churches probably have to be. And vice-versa.

Oh, yes, I agree. Power lives in the perception of itself. Classic Hannah Arendt "On Violence" stuff. Just also pointing out that this is true at all levels - and often we blur the lines between the soft persuasion of leadership and the hard power of rulership.
