@BretDevereaux in Tolkien, Saruman had to have either have been breeding uruks so for 25+ years, prob more, or recruited them. Tolkien knee and intended this. You conflated the movies with the books.

As it stands, Gandalf's description in FotR fits the bill for an army being assembled from scratch, rapidly - sure, Saruman had orc-men servants earlier, but not 10k of them. The conversations in 'The Uruk Hai" makes clear the Uruks see themselves as distinct from regular orcs.

Which pretty much removes any chance of socially embedded cohesion - since they hold the nearest orc societies in unveiled contempt. All of which brings us right back to the main conclusion: this army lacks a cohesive element and hasn't been given time to form around a new one.
