@BretDevereaux in Tolkien, Saruman had to have either have been breeding uruks so for 25+ years, prob more, or recruited them. Tolkien knee and intended this. You conflated the movies with the books.

I'm not sure that alters the conclusion. Saruman isn't Sauron, and by Helm's Deep he is in pretty deep trouble with Sauron. So the question becomes, where did he get these guys? Are they Sauron's Uruks? If so, then if 'loyalty to Sauron' is the cohesive element...
...then Saruman has still removed it, and replaced it with effectively nothing. If he recruited them from wild Uruks - one, we don't see Uruks (rather than regular orcs, who are clearly distinct) in the wild, and moreover, his organization doesn't seem to follow orcish...

...society. No Great Goblin, etc. And he still can't have had them very long. Armies of that size cannot be trained, assembled and drilled and not noticed - especially not with Gandalf sitting at the top of your tower for two months.

As it stands, Gandalf's description in FotR fits the bill for an army being assembled from scratch, rapidly - sure, Saruman had orc-men servants earlier, but not 10k of them. The conversations in 'The Uruk Hai" makes clear the Uruks see themselves as distinct from regular orcs.
