They are implied to consult with the chancellor offscreen (e.g. he suggests the mission to attack general grievous). The council vetos his decision on who to send to command that mission (and also makes their own decision on who to send to kashyyk), but that's just internal staff

the sending of forces to Kashyyk was what prompted my comment. That was hardly "internal staff" stuff: it was a highly political decision to divert forces to support an ally.

That is a good topic! I'll put it on the list. There's something to say about bad civ-mil management in both trilogies, R1 and also those recent bad fan-films that Disney released for some reason.
