Very context dependent on the society. *Generally* no, since armor is uncomfortable. In Rome, very much no - wearing armor in civilian affairs was v. strange (Cicero and Augustus both do it in exceptional circumstances, and it generates comment in the sources)
Exceptions: in certain periods/places in late-medieval/early modern europe, it seems that - for the military aristocrats - some forms of military armor/dress were considered acceptable alternatives to non-military formal dress. So you might wear your armor to court.
But that is, and I want to stress, unusual *even*for*the*middle*ages* both in period (in most periods you would wear civilian formal clothes to court) and in place (in most places in any period, you would wear civilian formal clothes to court)
