Yes. It's very clear what ought to be tried, but it's not ideal for their political and financial interests and so they simply won't try it, or even pretend to. It's complete, unembarrassed abdication.
I like to think they're mistaken to think they won't be held to account for this - but I'm not confident they're wrong, particularly in the absence of a credible opposition party.
