what scale are you going for? I just ordered some of Warlord Games' Black Seas models so I'll be working out how to paint them soon!

Super budget would be card from cereal boxes, white glue/hot glue, an xacto knife plus plans from the internet. For kits go clippers, xacto, revell contacta or tamiya cement and vallejo model colour paints. Watercolour brushes are good for model painting even with acrylics.
