Sparta was a lot older than the other cities. That had a lot to do with the respect they got from the Greeks. It wasn’t entirely because people thought they were badasses.
This is not the case, either in archaeological reality or Greek self-perception. A number of Greek cities had myths of being autochthonous ('from the soil') - that is, being the original inhabitants of their corner of Greece. But the Spartans were thought to be migrants...
...who arrived towards the end of the age of heroes. Late-comers, even in their own myths. If we look instead at the archaeology, preference would have to go to poleis on continually inhabited bronze-age sites, like Athens and Thebes.
Sparta *was* thought to have an old *constitution* - that is, that their form of government had not changed overmuch in a very long time. If you read the linked series, you will note that I take some effort to explode that particular myth around the midpoint.
