Money is not unlimited. Institutions that don't need it shouldn't take it just because they can, and programs should be designed to encourage unnecessary spending (while erring on the side of giving people money they don't need rather than letting anyone in need go without.)
Might not this be one of the sorts of moments where it would be ok to risk a little inflation and just print a whole bunch of money - in which case, while money remained limited, it gets a whole lot less limited?
