I think that's right - normally, it would be a task for leadership to counteract that tendency, to a build and us-and-them vs. the virus mentality. After all, war can also build solidarity within groups. But with *our* leaders...I'm not holding my breath.
I think the greatest challenge is getting people to stick with disruptive measures (lockdowns, soc. distancing) long enough for other solutions (mass testing, vaccines) to become possible.

It speaks to the limitations of pretty much all human society that 'war' is the only framework we have for 'long/indefinite term sacrifice for the greater good.' But you go to pandemic with the society you have, I suppose.
