oh lord no. I suggest that nomads invented the operational level of war too. But for some that's synonymous with "maneuver war" (in essence: logistics of grass necessitated widely separated columns, reconnecting prior to battle, but also pursuing independent op goals)
Romans do operations, but rarely, to cope with the logistical constraints of moving large armies away from the med. Best example may be the Illyrian revolt - tiberius, messalinus and au. caecina converging in separate columns.

But you could certainly make the case that the Romans are improvising, not developing a system of operations like on the steppe.

Fair, but very unusual. Nomads is normal procedure. And the Qing (Manchus!) then use it against the Mongols in the 18th century.
