I tell my students that I want to see them attempt correct citation, but I am much more concerned *that* they cite, rather than how well. If everything is there that needs to be, I'm satisfied with a good faith effort to correctly produce the format, at least in a survey course.

Yep, that’s exactly what I tell my students, too. But even then, they get so fixated on proper format it distracts from everything else.
