Social organization does not scale up infinitely, especially before mass media (e.g. printing press, check out Imagined Communities). Consequently, manpower lies in effective heterogeneity in the ancient world.
Work on this already being done; very active argument in anthropology. Check out Keeley, War Before Civilization (1996) and Gat, War in Human Civilization (2008) to start with. @MilHist_Lee any other bibliography suggestions for this fellow?

Almost anything on the Mongols will make the overall point: they folded in talents they didn't have and then *used* it to enhance their strengths: Arab siege engineers, Chinese doctors, infantry from everyone. This wasn't just incorporating manpower (although they did that too)
