Was looking over D. Hoyos' Unplanned Wars (1998). It is rare that two countries, neither of which wants to be at war, somehow end up fighting one with each other. But it is *very common* that a country seeking to embark on a 'limited' war, find themselves in an unlimited one.
Miscalculating yourself into a large war, thinking all that would happen is a quick war, a 'small' war, a punitive strike - this is very common indeed. This apropos of nothing in particular, of course.
