I understand why they had to kill the gorilla I don't understand why the mother whose negligence caused his death isn't punished

Was she negligent by definition? Or just incredibly irresponsible? Either way, she should be charged.

tragic accident, I think watching a 450lb gorilla sling around their 4yearold is probably punishment enough
