No court has jurisdiction. The US House under Article I of the US Constitution judges the election of its members. Court have uniformly held this assigns to them the entire judicial power. But I agree that clause 4 shouldn’t be invoked except in an exceptional case.
If @NCSBE orders new election w/o substantial evidence that the "results of the entire election" were in doubt, they will be immediately sued & lose. Certainly the House has control over the seating of its members. But
