      It's remarkable how incessant the push for CLAs among "serious people" has been over the years, yet how ineffective it has been.

      By ineffective, do you mean that CLAs aren't the norm? I think some argue that they're the norm for some notion of "serious" OSS.

      when you send a PR GitHub automatically links you to a CONTRIBUTING.md if you have one, and that has the DCO, that is notice enough.

          DCO is an LF "best practice" and was pioneered in the kernel project. The ref DCO is also maintained by the LF. https://developercertificate.org/
