@BravoSFPols - would u mind posting the link to crime stats you are looking at? I want to understand why the dispute in conclusion - may be the time horizon is different between the two schools?
It is generally true that crime rises when economic conditions worsen.
You don't need to play anything. And I don't get "prioritizing". All crime needs to be investigated, arrested, prosecuted, an sentenced. That is how you keep order in a civilized society. Otherwise, I guarantee, crime will continue and rise - like you're seeing now.

We prioritize all the time. We don't have unlimited resources and I prefer not to allocate resources to a for-profit prison incarceration system ($$$$$) without good results for "public" safety - see recidivism rates. I will to others. it's not my kind of civilized society.
