know that they will 1) likely be caught, and 2) will have to spend meaningful time in prison, crime will drop significantly – it’s not ingenious, it’s common sense.

Respectfully disagree that it’s common sense. To you perhaps but not to me and not to many here in the city either. Bunch of open questions on public surveillance - don’t believe in a police state. Also don’t want to spend more money on police without first rethinking it.
