The fear set in when I saw "eviction moratorium extended til 3/31" and "checks might not go out til April." Not for me, but I've been there and know people who are still there.

I'm there. It's not great. I don't know how anyone expects the moratorium to do more than delay the inevitable if we can't pay the backlog when it expires.
