Why would you suspect otherwise? What were they doing the previous day? Just flying over power lines south of Provo to establish a cover story?
I find it interesting that it appears that they purposely turned off their transponder over the ranch, coupled with an obvious detour from power lines. Flying over power lines south of Provo (where they departed from) would be a fantastic cover story!

This is conspiratorial thinking at its most basic and obvious. If I was teaching a class on conspiracies/pseudoscience we could use this example. Since evidence contradicts an initial claim, simply accept the contradiction into the conspiracy itself...

And continue pushing the initial belief. So a supposed government helicopter that turns out to be a power company doing routine service remains a government helicopter. But now the conspiracy involves fakery and trickery. If you can't differentiate it the evidence is now moot.
