Such a bill would likely be an unconstitutional violation of separation of powers. Mueller's position was created by executive department regulation after the old Independent Counsel law expired. Congress has no say in it. https://en.wikipedia.org/wiki/Special_prosecutor#Since_1999 …

If Congress were to re-establish the Independent Counsel appointed by Congress, then they could protect such a position being fired by the President. As it stands now, Mueller's job is 100% at the discretion of the Executive branch.
-
A judge can reappoint him to lead the investigation. Even if he's fired it changes nothing.
-
Again, a violation of separation of powers. That is WHY Congress created the Independent Counsel law to begin with but it has expired.

This is the bill that McConnell refuses to let in the floor. It would allow the senate to immediately hire Mueller after the president fired him. Try to see the whole picture Victor. You’re screaming “I’m an anti democratic teatard. No offense
-
No, the bill that is on the floor would call for an unconstitutional breech of separation of powers. The bill is illegal. It would be overturned by the Supreme Court.
-
Separate and equal powers, sir. Congress has every right to reappoint if the executive branch takes action to obstruct the investigation.
-
Congress can make their OWN position but they can not block firing Mueller any more than Trump could block Congress firing the head of CBO if they want to. Congress can not stop the chief executive from firing anyone in the executive branch.

Why more journalists & publications haven't examined and reported on his role over the last 8 - 10 years is a mystery. The norms he has shattered and the role he's played are usually addressed in wins vs. loses (process) or framed in equivalence terms

You missed it by a mile. McConnell hates Trump being president; he'd much rather deal with Jeb. But the base is demanding his gavel and his head, so Mitch is toeing the straight and narrow.
