The imperative of public transport is to encourage as many people to use it as possible. The cheaper the fares the better, this idea that PT has to turn a profit is based in a limited grasp of public transport as a novelty & not a congestion busting, economic stimulator.

Without looking at data, no for both. Pay-by-distance barely makes sense on commuter rail, is openly regressive when applied to subway/bus. Charge extra for peak travel times on the pike, not public transit, or risk worse traffic from rideshare.

Zone paying is fair and many transit locations around the world do it, but paying more at peak is counter productive. Don’t punish people for commuting on a transit system you want them to take. If anything, REDUCE fares at peak to entice ridership.
