Why is that the goal? Machines are not intelligent, they are programmed to perform a mass series of if-then-else decisions writ by someone else.
That is nit how neural networks work. Quite a different decision process, that changes with the type of data you feed it. The weights change with each set of data. But neuralink is about passing lots of information between human and computer in both directions.
