my guess is that, with it being unable to be reunited with the herd, they had few good options as to how to handle it.

There are always options...plenty of animals get rehabilitated back into the wild, Why not at least try?

there is also a severe population overflow at state and national parks of bison since they don't have room to go outside bound

NPS kill a lot of them in this region actually. Like 94+ this year by some accounts.
