Unfortunately, you have to hope that the perp's DNA is in a databank somewhere, and that you can a) find that databank and b) access it. :-(

Appeared to be?

They destroy them preemptively for safety, so its tough to speak in absolutes when you can only really study the device after its total destruction.
-
Do they x-ray them first?
-
I don't know the full process.

After many blown-out-of-proportion breaking news stories, for example ricin that turns out to be an envelope full of castor beans, I am skeptical that a pipe with white powder in it might be an actual live device. They keep saying "appears to be"
-
Its an ongoing (and still developing) investigation, and there are many ways to construct an improvised explosive device. And yes, many ways to construct a fake ones too. The mark of good police work is to not confirm anything until all the facts are understood.
-
True - unfortunately, news sources saying they "appear" to be real cause people to jump to conclusions.
