That seems rather excessive. I initially thought a steep fine for reparations would be more appropriate. However, on further reflection, I suppose if the man just keeps doing it and can't pay the fines then something more drastic might be required.

The animals were mutilated. How comfortable would you be with a neighbor who had only paid a fine for mutilating multiple animals? I believe this type of activity can move beyond animals if not caught and stopped which is probably why it’s so alarming to the community. #

I see. Yes, that is a concern, although I think prison isn't exactly going to make someone LESS violent. I think if there's no evidence of harming any humans, then maybe this man should instead be confined to a mental institution for psychological evaluation and treatment.

I don't generally subscribe to the rehabilitative theory of punishment, but this is an unusual case.
