Read the source BBC article. They say many times that there's no certainty bc the figures are not monitored by any agency in the US. This is how they posit that it's possible that over the last 4 decades people have been able to accumulate a large [unknown] number of pet tigers

I did read it and I saw the uncertainty on exact numbers. They stated the reasons as well. The numbers are an estimate.
