Correct me if I am wrong, but : isn't it an instrument to reduce rotor vibration ?
As far as I remember, it was 1 of 3 potential tech we aimed for the noise reduction of the 'stealth blackhawk' when there was discussion on
(...but then a picture showing parts of rotor of the crashed helo did not shown such equipment so we rejected such use on stealth blackhawk)
