      I hear good things about iPad Pro + Apple Pencil + Astropad. That may be best if she's already into the iPad's interface.

      iPad Pro + Apple Pencil + Procreate is expensive, but probably your cheapest option for drawing on screen

      Intuos Pro is a fantastic tablet. A nice step up from the Bamboo, but youre still not drawing on screen. Cintiq is ur top of the line option
